County Hiring Policy

As part of the Hiring Process, it is the policy of Lawrence County to recruit and select the most qualified candidates for vacant positions and to do so in a manner that provides equal employment opportunity, ensures open competition and prohibits discrimination.

Candidates for employment at Lawrence County Children and Youth Services (CYS)

Chosen applicants for employment at CYS are scheduled for an interview. The interview is conducted by the Human Resources Director, the Director of CYS, the Deputy Director of CYS, two Children Services ongoing Supervisors and two Children Services Intake Supervisors. These individuals alternate asking questions from a prepared list of twenty seven questions.

The interviewers rate each question from one to five. Each interviewer’s scores for each question are added and an overall score is determined for each interviewer. The overall scores for each interviewer are added together and divided by the number of interviewers and the overall score for each candidate is determined.

Applicants with the highest overall score are then invited back for a second interview of viewing videos of caseworkers interacting with clients. The candidates are then instructed to view the videos and type a synopsis of what takes place in the video for accuracy. This is considered on a pass/fail basis.

The applicant with the highest interview score is hired to fill the available position.

Alternative Dispute Resolution (ADR) Policy

Lawrence County is committed to maintaining the integrity of the application process and ensuring the equal treatment and consideration of all applicants, e.g., individuals who have applied for a job but were not selected. Therefore, an applicant for a position in the Children and Youth Services (CYS) or Mental Health/Developmental Services (MH/DS) who is subject to non-selection which they believe to be unreasonably arbitrary or discriminatory may avail themselves of the ADR procedure. Notice of an applicant’s intent to pursue the ADR procedure must be provided, in writing utilizing the attached form, to the Human Resources within five (5) business days of the time the applicant knows, or should have known, of an action or issue that can be raised through the ADR procedure. Discriminatory action is defined as any based on political affiliation race, color, national origin, gender, religious creed, age, handicap, or any factor not related to the person’s ability to perform duties of the position (i.e., any non-merit factor).
