Meet Our Department

 

Ted Saad, Solicitor to the Treasurer.

I am honored to serve as solicitor for the Lawrence County Treasurer. As solicitor I will advise the Treasurer in legal matters and represent the Treasurer in litigation involving the office.I am a graduate of New Castle High School and Westminster College. I received my juris doctorate degree from Duquesne University and am admitted to practice law in this commonwealth. I served as assistant solicitor for the City of New Castle from 2001 to 2003. I know how important it is to our Treasurer that your trust and confidence is restored in the Office of the Treasurer and I will work with him to accomplish that goal.

Melissa A. Ciallella, Chief Deputy Treasurer.

As the newly appointed Chief Deputy Treasurer, I come to the office of the Lawrence County Treasurer with a great amount of excitement, a strong work ethic, and a tremendous amount of pride in doing the best possible job I can do.After my graduation for the New Castle Senior High School, I went on to attend Clarion University and graduated from Youngstown State University. My education and nearly fifteen years in the banking industry have served me well in this new position, as I have had prior experience with every facet of my job description. I intend to be an asset to this office and will continue to make the people of Lawrence County proud to have a Treasurer’s office that boasts high integrity and superior service.

Angela Bulisco, Second Deputy Treasurer

I have been an employee of the Lawrence County Treasurer’s office for the last five years as the Fiscal Officer. I have with great pleasure been appointed as the new Second Deputy Treasurer . After years of experience in this office, I am looking forward to taking on this new role and providing my knowledge, work ethic and passion to the office. I am proud to be able to contribute and be part of an office that puts customer service as a number one priority to the people of Lawrence County.

Carol Bonfield, Fiscal Assistant III

GENERAL SUMMARY: The person in this classification performs accounting related work at the full performance level. Work involves maintaining records relating to the County funds. Assignments are difficult in nature and are carried out in accordance with clerical accounting practices. The employee must train six months to one year and have full knowledge of this position before achieving the position of Fiscal Officer III. Specific online training will be available in this position towards completion of said curriculum put in place by Butler County Community College. A mandatory twenty four (24) hours of continuing education from said curriculum set forth by Butler County Community College.

ESSENTIAL JOB FUNCTIONS:

  • Maintains and posts all credits and debits to the County general fund & to multiple accounts.
  • Reconciles multiple bank statements monthly inclusive of information obtained from the daily balance sheet to include deposits, checks written and cancelled, electronic transfers and interest deposited.
  • Processes stop payments in accordance with banking procedure.
  • Rectifies all non-sufficient fund (NSF) transactions coming in to the Treasurer’s office.
  • Must maintain a thorough knowledge of all laws/rules associated with selling dog, hunting, fishing and gun permit sales.
  • Responsible for selling dog licenses.
  • Submits monthly payment and report to the Department of Agriculture for license sales.
  • Responsible for selling hunting licenses.
  • Responsible for selling fishing licenses.
  • Resolve any hunting and/or fishing license problems.
  • Resolve any doe license processing problems.
  • Reconciles on a weekly basis the hunting and fishing license sales to the states report.
  • Prepares daily financial sheets for all agent sales for the Treasurer and the Controller’s office.
  • Attends tate seminars in a continuing education capacity.
  • Establishes a working relationship with the following agencies; Game Commission, Department of Agriculture and the Fish and Boat Commission.
  • Pay poll workers on election nights.
  • Reports sales of gun permits the Pennsylvania State Police.
  • Monitors monthly hotel tax collected within the County
  • Prepares all bingo and small games of chance licenses.
  • Prepares all tax certifications and duplicate bills.
  • Provides customer service to the counter, processes tax payments and provides change for other departments.
